Halliburton, under contract thru the Department of Defense, issued an assessment and contingency plan for fighting oil well fires. The contract for extinguishing well fires was issued thru the Army Corps of Engineers. Halliburton owns Kellogg Brown & Root. KBR Engineering & Construction owns Boots & Coots International Well Control, Inc. KBR also subcontracts to Wild Well Control. Officials are trying to determine if the law 85-804 would allow USAID to offer liability insurance, or whether President Bush might have to issue an executive order.
