download PDF (66.8 kibibytes) In February U.S. District Judge Jesus Bernal ruled against the Chino Valley Unified School District for overtly and consciously inserting religion into official proceedings. Bible verses, calls to accept Jesus and the promise of eternal life can be heard in two disparate places in a southeastern suburb of Los Angeles: the Calvary Chapel Chino Hills megachurch and the Chino Valley Unified School District Board of Education. Three of the five school board members worship at the evangelical church on Sundays; two of them continue praying and preaching during the board meetings on Thursdays. This is the kind of thing that can happen on a school board.

Ms. Castrey received her Juris Doctorate Degree at Western State University College of Law in Fullerton, CA in 1992. She attained her B.S.in Nursing, Magna Cum Laude, at California State University Long Beach, CA in 1972 and her R.N. at Edward J. Meyer Memorial Hospital School of Nursing, Buffalo, NY, in 1964. Ms. Castrey is an internationally recognized specialist in dispute resolution.

Since 1985, she has served her community as an elected Trustee of the Huntington Beach Union High School District. The District encompasses 3 cities and portions of 2 others, and has 6 comprehensive high schools, 1 continuation school, alternative education programs and adult education programs serving over 16,000 students. She has served eight terms as President of the Board. Bonnie has also served on the Board and as President of the Orange County School Boards Association and is currently a member of the California School Board Association's Delegate Assembly serving continuously since 1987.
